Despite its name suggesting a dairy origin, commercial food-grade lactic acid is produced by bacterial fermentation of plant-based carbohydrates (corn, sugar beet, tapioca). It is halal. The name comes from its initial discovery in sour milk, but the industrial production process does not involve milk or any animal product.
Listed as 'lactic acid', 'E270', or 'acidity regulator (E270)'.
